France and Parity

The Nordic countries may lead the world in women’s political representation, but as discussed in Chapter 6, France gets credit for introducing the world’s most ambitious quota law in 2000. Known as a parity quota, France was the first country in the world to introduce a 50% gender quota for all parties. What makes the French parity quota even more interesting was its limited success at the national level:

Its biggest failure has been in the legislative elections, where the proportion of women elected to the National Assembly rose from 10.9 percent in 1997 to just 12.3 percent in 2002, followed by a moderate improvement to 18.5 percent in 2007. (Murray 2010b:9)
